FCC to Congress: All Five of Us Support LPFM

An excellent surprise was buried in the first FCC oversight hearing in Congress since Chairman Genachowski and Commissioners Baker and Clyburn joined the gang: unanimous support for the principles behind the Local Community Radio Act. This bill would make it possible to put more noncommercial, low power FM radio stations on the air in cities and towns across the country.

This was an important victory for local radio – especially since the congressional committee overseeing the commission is the same one that needs to move this legislation forward. In fact, this is the third commission that has asked Congress to return authority to the FCC to manage the channel restrictions that have kept LPFMs limited to mostly rural areas.

Congress imposed these restrictions nine years ago, after commercial broadcasters argued that these tiny, 100-watt radio stations (that’s about the power of a light bulb, folks) would interfere with their 50,000 watt stations. But instead of swallowing broadcasters’ interference claims hook, line and sinker, Congress demanded a study on the issue.

The study came back in 2003 with overwhelming evidence that LPFMs would not harm full power radio stations. In fact, the FCC has loads of rules and regulations that outline procedures for any interference claims, and almost all of them favor full power stations over low power ones.

So yesterday, when all five commissioners unanimously agreed to remove the channel restrictions that have limited LPFMs, we were pleased, indeed.

With all the controversial and expensive pieces of legislation on lawmakers’ desks, this bill – which would return localism and diversity to the public airwaves – is really a no-brainer. But we can’t let it just gather dust.

After nine years the Congress has taken a right decision in removing the restrictions. This is a victory of freedom of expression.. What you think about this people.
